Prioritizing Effective Factors in the Implementation of pre-Hospital Emergency Center Using Analytical Network Process (ANP) Method

Introduction: Pre-hospital emergency center, is the first line of care and treatment in the health care system. The purpose of this research is to prioritizing related factors in the implementation of pre-hospital emergency medicine using Analytical Network Process (ANP) method.
Methods: This research is descriptive. First, library studies and semi-structured questions were gathered in interviews with experts in this field and comparative study on five countries in the world. Then, 57 sub-criteria related to the Implementation of pre-hospital emergency were designed, with 30 criteria approved by the experts in the area of medical emergency management and emergency management in Iran. A “Pairwise Comparison Questionnaire” was used to rank the criteria and sub-criteria. The content validity of the questionnaire was approved by 10 experts and its reliability was confirmed by acceptable incompatibility less than 10% for each single sub-criterion. To analyze the data and prioritize the criteria and sub-criteria, Analytical Network Process (ANP) was used. After completing the paired comparison matrix by 10 experts in this area, the weight of each of the sub-criteria was determined. Finally, the ranking was performed by Super Decision software. 22.
Results: 30 sub-criteria were identified in the form of 5 main criteria for implementing Pre-hospital emergency. In 5 main criteria, the planning with the weight of 0.295 ranked first, the speed of service with the weight of 0/244 second rank, the communication and information with a weight of 0.181 third rank, human forces with weight 0.157 rank 4 and organization of weight 0.122 ranked fifth.
Conclusions: Implementing of pre-hospital emergency bases depends on several factors, such as human resources, the communication and information system, organization, planning and service speed. It is suggested that special attention should be paid to the establishment of pre-hospital emergency centers for planning, human resources, service speed, communication and information system and organizing special attention.
