ارزیابی آسیب پذیری بیمارستان های عمومی دانشگاه علوم پزشکی تهران در مقابل زلزله

مقدمه: زلزله از جمله بلایای طبیعی است که دارای آثار زیانبار فیزیکی، اقتصادی و جانی می باشد. با توجه به غیر مترقبه بودن آن، برنامه ریزی برای کاهش خطر و آمادگی درمقابل آن از اهمیت بسزایی برخوردار است. این پژوهش با هدف تعیین سطح آسیب پذیری بیمارستان های عمومی دانشگاه علوم پزشکی تهران در مقابل زلزله در سال 1392 انجام شد.
مواد و روش ها: در این مطالعه توصیفی، خطر بلا در کلیه بیمارستان های عمومی دانشگاه علوم پزشکی تهران (6 بیمارستان) در سه بعد آسیب پذیری سازه ای، غیرسازه ای و مدیریتی، از طریق بازدید و مشاهده بیمارستان و نیز مصاحبه با کارشناسان فنی و افراد مطلع بیمارستان مورد بررسی قرار گرفت. داده ها با استفاده از ابزار "سازمان جهانی بهداشت" با عنوان "ارزیابی خطر بلا در بیمارستان"،Hospital Disaster Risk Assessment"" جمع آوری گردید. روایی صوری و محتوا و نیز پایائی آن در مطالعات مشابه مورد بررسی و تأیید قرار گرفته بود. نتایج با استفاده از نرم افزارExcel 2007 تحلیل گردید.
یافته ها: در بررسی آسیب پذیری سازه ای، تمامی 6 مرکز مورد بررسی با کسب حداقل 12 و حداکثر 18 امتیاز در سطح ایمنی متوسط قرار داشتند. در ارزیابی کلی آسیب پذیری غیر سازه ای نیز 4 بیمارستان در سطح ایمنی غیر سازه ای زیاد و 2 بیمارستان درسطح ایمنی غیرسازه ای متوسط قرار گرفتند. یافته های مربوط به ارزیابی آسیب پذیری مدیریتی نشان داد 5 مرکز در این بعد دارای ایمنی زیاد و یک مرکز دارای ایمنی کم بوده است. حداقل وحداکثر امتیازکسب شده در این بعد به ترتیب 48 و99 بود.
نتیجه گیری: برآورد آسیب پذیری سازه ای در اکثر بیمارستانهای مورد مطالعه نشان دهنده سطح ایمنی متوسط بوده و درصورت بروز زمین لرزه ای با شدت متوسط، صرفاً می توانند ایمنی جانی افراد حاضر درآن را تأمین کنند و قادر به ارائه بی وقفه خدمات نخواهند بود. توصیه می شود برای بهبود سطح ایمنی، جانمایی مجدد بخشهای مختلف بیمارستان ها صورت گیرد

natural disasters which results in massive physical, economical and life
losses. As it is an unexpected phenomena, it is necessary to plan for
mitigation and preparedness of the cause. This research was aimed at assessing
the vulnerability of general hospitals of Tehran University of Medical Sciences

and Methods</font></span></b><span style="line-height: 125% font-family: "Times New Roman","serif" mso-bidi-font-family: "B Mitra" mso-fareast-font-family: "Times New Roman" mso-bidi-font-size: 12.0pt"><font size="3">: In this descriptive study, disaster risk in
all 6 general hospitals at Tehran University of Medical Sciences were examined
in three dimensions of structural, nonstructural and managerial with informant
personnel. Data were collected by the "Hospital Disaster Risk
Assessment" instrument developed by <span style="background: white"><font face="Times New Roman">"World
Health Organization</font></span></font><font size="3">". The face and content validity and reliability
of this instrument have been confirmed in similar studies. The result was
analyzed using Microsoft Office Excel 2007 software.<o:p /></font></span></p><font face="Times New Roman" size="3"> </font><p class="MsoNormal" style="margin: 0in 0in 0pt text-align: justify line-height: 125% text-indent: 11.35pt unicode-bidi: embed direction: ltr"><font size="3"><b><span style="line-height: 125% font-family: "Times New Roman","serif" mso-bidi-font-family: "B Mitra" mso-fareast-font-family: "Times New Roman" mso-bidi-font-size: 12.0pt">Findings:
</span></b><span style="line-height: 125% font-family: "Times New Roman","serif" mso-bidi-font-family: "B Mitra" mso-fareast-font-family: "Times New Roman" mso-bidi-font-size: 12.0pt">Structural vulnerability of all 6 hospitals was at intermediate
safety level with a minimum of 12 and maximum of 18 points. Considering
nonstructural vulnerability 4 hospitals had high safety level and 2
hospitals had intermediate level. Findings of managerial vulnerability
assessment indicate that 5 hospitals had high safety level and 1 hospital was
in low level. Majority of hospitals were in the intermediate level of safety, In the event of
an earthquake with moderate intensity the residents of the hospitals might be

improve safety levels of hospitals, re-locating different sections of hospitals
